Abstract

This article examines how educational institutions differ in quality when leadership is selected through meritocratic procedures versus loyalty-/patronage-based appointments. It aims to clarify the mechanisms through which leadership selection shapes institutional quality, while using an evolutionary biology analogy to make causal logic more transparent and accessible. The study employs an integrative literature review with a systematic search of peer-reviewed articles, complemented by backward and forward citation screening. Evidence was extracted into a structured matrix and analyzed through thematic synthesis. The findings indicate that meritocratic selection more consistently produces leaders who prioritize the instructional core strengthening teaching quality, teacher development, and a supportive school climate, thereby stabilizing accountability and organizational learning. In contrast, loyalty/patronage-based selection tends to redirect incentives from performance to relational proximity, increasing the likelihood of human-resource distortions, deteriorating organizational climate, and decisions misaligned with learning needs. Through the evolutionary lens, leadership selection operates as an institutional “selection pressure” that determines which traits become entrenched as organizational norms. The article’s practical implication is straightforward: leadership selection should be designed to be transparent, competitive, and anchored in competence and integrity to reinforce educational governance. These conclusions are further aligned with Islamic ethical principles emphasizing trust (amanah), justice, and the proper placement of authority
